Saguache County Names ScSEED as Official Economic Development Partner

In a historic step toward strengthening the local economy, the Saguache County Board of County Commissioners (BOCC) has approved a five-year Memorandum of Understanding (MOU) with Saguache County Sustainable Environment and Economic Development (ScSEED), establishing the organization as the County’s primary economic development partner. This marks the first time Saguache County has entered into a formal, countywide economic development partnership.
The agreement reflects a shared commitment to building a resilient local economy while preserving the rural character, natural environment, and community values that define Saguache County.
“This partnership represents an important milestone for Saguache County,” said Liza Marron of the BOCC. “For the first time, we have a coordinated approach to economic development that is locally driven and aligned with our priorities.”
ScSEED’s roots date back to 1997, when more than 200 residents and local leaders came together to create a countywide strategic plan focused on building a sustainable economy while protecting the county’s environment, rural lifestyle, and community character. That original purpose continues to guide the organization today.
Over the years, ScSEED has remained a consistent presence in the county, supporting community-driven initiatives and fostering collaboration across communities. In recent years, the organization has expanded its capacity, strengthening partnerships, supporting local businesses, and facilitating countywide conversations through initiatives such as Community Hours.
Under the new agreement, ScSEED will coordinate economic development efforts in alignment with BOCC priorities, working closely with the County Administrator and local partners. Services include business support and outreach, housing coordination, community engagement, and participation in regional and state economic development efforts.
The agreement also establishes a framework for accountability, including annual work plans, quarterly meetings, and regular reporting to ensure alignment and measurable progress.
To support this work, the County has committed to providing $50,000 annually, subject to yearly approval, helping ensure consistent economic development capacity for the first time in the county’s history. Until now, ScSEED has relied almost exclusively on grants and donations, which have become increasingly unreliable. This investment provides critical stability, allowing for more consistent, long-term planning and support across Saguache County.
“This is an important investment in the future of Saguache County,” said Max Gibson, ScSEED Board Chair. “ScSEED brings the relationships, experience, and local understanding necessary to coordinate economic development in a way that reflects the priorities of our communities.”
ScSEED will remain an independent nonprofit organization, allowing it to continue leveraging external funding and partnerships while working in close coordination with the County.
“This collaboration allows us to expand the work we’ve been doing in a meaningful way,” said Ameille Warner, Executive Director of ScSEED. “It creates the capacity to be more strategic, responsive, and effective in supporting communities across Saguache County.”
The partnership positions the County to better coordinate efforts across communities, support local businesses, address housing needs, and pursue funding aligned with locally defined priorities.
The agreement will take effect May 1, 2026, with an initial work plan developed jointly by ScSEED and the County.
